It varies per state and even county but the sidewalk area in Montgomery county MD and the grassy area between the sidewalk and street is a “right of way” for utilities and such but is NOT public property. That area is included in the total square footage of your lot and is a portion of your property tax bill and you must cut the grass and remove the snow
