Based on all available information now, I believe this is where the shoot shot from.

It appears to me that he entered the Butler Fairgrounds with his rifle (probably with folding stock in a bag) went into the restroom facility, and went up on top the roof. That (or the other rest facility) are the only buildings which have a flat roof with the right color and design to match where the body was found, where the public would have had access and entering it would not have drawn SS or police attention.
