How does a child get exposed to lead in school? Lead based paint is not a hazard if it is not ingested. In fact, as a real property appraiser for over 20 years, we were mandated to identify any chipping or peeling paint in structures older than 1978. Upon re-inspection of the 'cured' problem, lead 'experts' would typically chip of any paint chips, put them in a hazardous materials container and paint over the affected area. The rest of the structure may indeed have lead paint but if it was not disturbed it didn't get any treatment at all.

The main reason for this is so that infants and very young children don't put paint chips in their mouths which seems unlikely in a school setting. That being said, lead water pipes would post a hazard but we stopped using those a long time ago. Coppery piping with lead solder joints don't pose lead contamination problems though.
