No I'm blaming the system for not locking him up and/or treating him the dozen times he interacted with the system before.
This is part of the progressive fixation on not wanting to fix the mental health issues in this country, instead they blame society and think the criminals/mentally ill are the true victims and for some reason feel to care for them just enough so they don't die, but do nothing to fix the issues at hand.
This guy should have been on medication, and isolated unless said medication was found to be working.
