No I'm blaming the system for not locking him up and/or treating him the dozen times he interacted with the system before.

This is part of the progressive fixation on not wanting to fix the mental health issues in this country, instead they blame society and think the criminals/mentally ill are the true victims and for some reason feel to care for them just enough so they don't die, but do nothing to fix the issues at hand.

This guy should have been on medication, and isolated unless said medication was found to be working.

He should be held without bail, evaluated, medicated and kept at a secure facility until his trial.

Meds are given to too many people too quickly for many mental health issues.

Schizophrenia is far different, as it has known violent variants.
