In place of funding-based solutions, recent efforts by Republicans and the Trump administration have focused on criminalizing homelessness and enforcing encampment bans.
Recent actions at the federal level
- Executive Order and funding changes: In July 2025, President Trump signed an executive order directing states to address homelessness by prioritizing law enforcement and institutionalization rather than housing solutions. The order came after his administration also changed funding criteria for the Continuum of Care (CoC) program, favoring groups that align with enforcement policies over housing-focused programs. An analysis by the National Alliance to End Homelessness estimated that programs in only nine states, all with Republican majorities, were likely to fully meet the new conditions.
