It was a different time. Up until just a little over 100 years ago, the concept of “right by conquest” was universal—everyone believed in it and thought it was the right thing. If you could take what someone else had, that meant God approved of what you were doing. I'm not saying there were no dissenters—there are always those people—but they were a very small minority.
Indians didn't use lawsuits. That is a western concept.

Nearly a million overdose "victims" show up in the ED's each year. There's your low hanging fruit. They can be taken directly to treatment from there. If they refuse emergency treatment and die in an alley somewhere that helps with the solution.
