Coyotes & their cargo are easy to detect with modern detection devices from night vision to motion detectors etc. with properly equipped drones as well as from the ground. Under the wall is even easier to detect thanks to extensive use of seismographs. As far as boats go they are the most easy to detect(no cover) thanks to both radar & aerial observation. Over the wall is an automatic confrontation with U.S. law enforcement due to the detection devices I explained above. The U.S./Canadian border is a much more difficult endeavor to enforce due to it's incredible ruggedness in some areas like the Pasayten Wilderness(Little Himalayans). No doubt some illegals would get through the U.S./Canadian border but would not survive very long before discovered(bounties?) before being incarcerated in a federal/military prison.
