The Mosaic covenant was that the Hebrews would be freed from slavery and become God's possession. All those who chose to be freed from Egypt and to turn to God, fled with Moses and were freed. Then while Moses was away, they broke the Covenant, returned to the ways of Egypt whom they were fleeing.
