Yes, that seems to be true, in large part, based on what I've observed so far...

However, I am beginning to wonder if manifesting a 'transactional' aspect from time to time might not prove beneficial...

When your friends have been crouching under your shield for 80 years it seems best to begin weaning them off of it...

And, of course, nothing breaks that costly dependency better than Shock Treatment such as we're seeing today...

The Euros are talking seriously about contributing 5% of GDP and reinvigorating their half-dormant military capabilities...

That would not have happened without a wake-up jolt of transaction-based policy shifting...

We darned-near bankrupted ourselves rebuilding and then defending Europe... we've done our share... it's their turn now...

Oh... I understand that such a 'policy' shift may come back to bite us on the butt, but some-such thing was long overdue...

We'll know more as the next couple of years unfolds.
