Do "preemptive pardons" apply to military tribunals?

Does that include the Commander in Chief of the Armed Forces?
The CIC of the U.S. Armed Forces (aka POTUS) is a civilian and thus can't be tried under the UCMJ, unless of course as postman pointed out, he was designated as an "enemy combatant" and such designation was upheld by the judicial branch, which is a scenario that is so unlikely I don't think it's worthy of discussion.

  1. An election stolen to install a treasonous foreign agent.
  2. The resulting coup manufactures an out of control riot to hang on their political enemies and calls it an attempted overthrow of their government.
  3. They arrange a fake tribunal whose only allowed members all hold guilty views BEFORE they even see any evidence, then alter, withhold and modify evidence so that only a guilty verdict is possible.
  4. Raid a president's home looking to steal any exonerating documents.
  5. Manufacture phony crimes, turn them into felonies, then rig the jury that only a guilty plea is possible hoping to put people away for 700 years.
  6. Lock up 1500 bystanders for 5 years without bail nor due process on misdemeanor charges to "teach them a lesson."
  7. Encircle Washington DC with an armed, guarded fence so that no one can see what really goes on at the White House.
  8. Give your own son a 10-year blanket pardon to cover all his time spent while he cavorted with hostile foreign governments swinging lucrative deals for you.
  9. Harassed and charged all of your political enemies with specious crimes to bankrupt and break them from ever threatening your power again.
  10. Gave away hundreds of billions of dollars in aid to foreigners while Americans suffered laundering kickbacks for yourself.
  11. Pardoned hundreds of serious criminals, spies and felons who all paid into your slush fund.
  12. Finally, when all else above fails, you hire a kid to assassinate your opponent from an unguarded rooftop then cremate the body so no one ever finds out.
Best of all, when your opponent wins the election anyway promising a thorough investigation and justice for heinous crimes committed, you call it an unhinged "revenge tour" just out for retribution.
Wow, that is a whole lot of stupid, even for you. Number 6 really stands out. It hasn't even been four years yet and only a few, those charged with the most serious crimes, were denied bail.
