Amendments have to be ratified by the legislatures of 3/4s of states, or by conventions of 3/4s of states. Popular referenda are not a permitted mode of ratification.

I'm just waiting for the liberal states to make their little compact to give their EC votes to the popular vote winner and Ca and NY voters realize their votes for a democrat were nullified and given to a Republican.

3/4 of 50 is 38. the state legislatures would only ratify an amendment after the voters of their state approved such action via a referendum. my invoice cancels yours since yours was fraudulent.

You're wrong on the logic. Tautologies are not refutations. And you're wrong on the facts. State referenda are not required to ratify constitutional amendments. And you're wrong on history. There is no significant historical use of referenda by states as preludes for ratifying amendments.
