This isn't a "conspiracy theory"....there's a real chance the Bureau did exactly that. There's ample evidence they're still infested with Obama leftists who were politically weaponized and going out with the proverbial BANG....BANG BANG BANG. How else could they have "missed" two specific reports on this Cruz nut? They didn't miss anything...they ignored both warnings instead of passing them on to their Miami office. Of course they couldn't know that Cruz would do what he did. But they might have surmised it....or worse, are regularly ignoring similar reports on other bad apples. Why? To remind us who they are and are not to be messed with....that's why.
Yes. The FBI had sufficient evidence to cause them to at least investigate Cruz, but they did nothing. One woman called the FBI and left a very explicit warning:

Yes, the FBI allowed it to happen, but worse it is even possible that they WANTED it to happen. It certainly wouldn't be the first time the FBI allowed and even encouraged killers. Most people do not know the details of what happened in Garland, Texas, because they get their news from the MSM. Here are the frightening details
“Bruce Joiner, a security guard shot in the leg by two radicalized Islamists at a “Draw Muhammad” event in the North Dallas suburb of Garland in May of that year, learned months later that an FBI agent had been undercover in the terrorist cell that executed the attack. The agent had texted one of the assailants to “Tear up Texas” a few days before the attack, and was also in a separate vehicle directly behind the two terrorists taking pictures of them just seconds before they opened fire at a perimeter parking checkpoint.
“The undercover agent, described in court documents as being dressed in Middle Eastern attire, tried to flee the scene when the shooting began but was stopped by local police.
So the FBI agent encouraged the attack, meaning that he knew exactly what would happen and he wanted it to happen. He was on the scene to film the carnage and did nothing to stop it. Then after the shooting he tried to run away like a coward.
In an attempt to defend themselves against Bruce Joiner's lawsuit the FBI claimed it has the prerogative to weigh harm to innocent victims resulting from a covert operation against the need for maintaining secrecy. In other words, the FBI reserves the right to encourage terrorist acts and actually assist terrorists in their efforts to murder innocent people. I hope the court sees through this charade and allows the FBI to be sued.

According to one source, the FBI may have been actively involved in the terrorist by helping the shooters obtain weapons:
"The FBI helped the terrorists obtain a weapon that was used in the attack by lifting a hold during a background check, incited the terrorist to attack the Garland event, and even sent an agent to accompany the terrorists as they carried out the attack," the court filing said.”
It also seems that the corrupt cowardly weasel James Comey lied about what happened in Garland, Texas. He denied having advance knowledge about the event and even said he did not know the whereabouts of shooter Elton Simpson:
"In the aftermath of the attack, former FBI Director James Comey lied to the American people by claiming that Simpson was a needle in a haystack' that was 'invisible to us,'" the filing alleged. "Even after it had come to light that an undercover FBI agent had been communicating extensively with the terrorists during the week prior to the event and had accompanied them as they carried out the attack, the FBI continued to assert that "[t]here was no advance knowledge of a plot to attack the cartoon drawing contest."
Of course Comey knew what was about to happen. It is impossible that an agent who was aware of an impending terrorist attack on a particular date would not inform his boss.
