Why did Detroit end up as a very black city? 76% of the city is black. In 2002 that was 72%. It's rising because black people are poorer and it's harder for them to up sticks and move somewhere else.
Also the average wage for whites is higher.

It's because of a history of black people being last in line for promotions, black people being put into black communities with schools seeing less money. Black people being born into the US are having to fight against this.
If you can get anywhere close to a white person in terms of an educational score, you're probably much more capable.

I have seen it done, in my own life, when I was in management.
Management decided that they needed more "diversity" and white people, the more qualified white people were completely excluded from consideration.
A black woman was promoted, against my recommendations, and she failed. Ended up fired. And still they just kept going.

Given your obvious racial bias and the fact that you tried to keep her from getting that promotion did you perhaps UNDERMINE her and get her fired?

Your sto seems to be changingThe position in question was MINE. I was being transferred to a new acquisition. I was out of the picture. It was a lower management position and upper management didn't give a damn about my input on the matter.
To be clear, the woman was qualified to DO THE JOB, what she was not qualified to do, was put up with the unrealistic expectations of upper management. That was the harder part of the task. She was too brittle and abrasive. You need a really thick skin to be lower management.
I visited a couple of years later to see how the department was doing. The new person in charge was ANOTHER black woman, one that I had personally .... supported to be in the department. She was doing fine it seemed. Upper management had greatly reduced the scope of hte shifts job, transferring a great deal of responsiblity to areas more directly under their supervision.
NOt that I think it went better then, but at least they were more directly responsible and not blaming othe other shift's supervisor for not getting it done.

NO change here. You made a claim that assumed I was still there and part of the management of that portion of the instatution. So, I gave more details to explain why that was NOT the case.
The woman was competent at the job. She was also a loud mouthed and touchy *****. I knew that would not fly when upper management got rough with her, as they would IMMEDIATELY and CONSTANTLY.

She knew the actual tasks involved in teh work. What she could not do was deal with upper management in a professional manner. Not once they started putting pressure on her, as I knew they would.
EVERYONE hear, reading this, understands the distinction. The more you play dumb, the more chances you are giving me to repeat my strong and convincing example.
The woman was promoted despite the recommendation of the manager that knew her best, to increase diversity and it ended up with her being unemployed.
I'm not sure how many more they tried before they reduced the scope of the job and found a black woman that could handle it.
