No one tried to retrieve balloons, so they are always made very cheaply. Most weather balloons eventually pop after they get high enough to expand enough.

The lightest hydrogen bomb is still very heavy, and there is no balloon made capable of carrying one.
If one was made, it would be so large that it would be a dead give away.

It's all fun and games until it happens to you. I had a drone fly into my back yard a couple of years ago - set off all the security cameras - I ran out there like Rambo thinking it was an Alien invasion.
