It's even more abusive to foreign citizens than most nations as it keeps a foreign worker tied to one particular company and there is little recourse for that worker if they are stiffed by employers or treated poorly. Everyone passes the buck of accountability.

Then you bring up the Canadian Guest Worker Program, like someone just told you about it. Every working woman in Canada knows about the Filipino nanny program. No Canadian ever calls it the “Canadian guest worker program”. And the women are NOT working in hotels. They are caregivers for children and the elderly.
The have been pre-hired by Canadian family in order to get their Visas. But once in Canada, most of them never go return home. The program is a way for young women to cut immigration lines into Canada.
Once here, many of these young women take night courses and classes in the cities to improve their English and upgrade their skills. Toronto has a vibrant Phillipino community they can plug into.
Like I said, you don’t talk about the nanny in any way that a a Canadian talks about it.
