I think he is doing calculus.

Defeated Donald Trump's ego cannot handle a second election loss. So he is waiting for our economy to crash or something else catastrophic to happen to our country so he can then step back into the arena as Our Savior.

DeSantis is hedging. If Trump's nightmare scenario desires do not come to pass, Trump probably won't run. Trump definitely won't run if inflation, supply chain problems, and gas prices are all solved and the economy continues its tremendous growth. Our GDP is growing faster than Trump's economy ever did. Trump hates that.

Should these events come to pass, and Trump bows out, DeSantis is positioning himself to be the obvious successor.
