No, someone else copied the fake pic from the Progress Matters facebook page, and posted that it was faked.

He was correct.

Snopes tried to deflect by implying that he was the originator, without any evidence to support their statement at all.

Let's take a look at which one was photshopped using photoshop.

The one on the left has clearly been photoshopped while the one on the right has not. Look at the neck and also how both fold into the background. And the one on the left has been lightened with a filter.

You can claim that, but the contrast and tone are the same in the ones above. Where I see a big difference is in the breaks of the lapels and collars, the stripes don't match in either set of photos. There was a lot more done than just inserting a face.
