I don't see how Baltimore is the fault of Democrats. Portland is a well run city for example, low crime, good economy, high standard of living etc, but it is run by Democrats. Where is the so called "democrat mismanagement" there?
There must be another difference between Portland and Baltimore, I just can't put my finger on it...
1. DEMOCRAT LEADERSHIP!
Detroit, MI (1st on the poverty rate list) hasn’t elected
a Republican mayor since 1961;
Buffalo, NY (2nd) hasn’t elected one since 1954;
Cincinnati, OH (3rd)… since 1984;
Cleveland, OH (4th)… since 1989;
Miami, FL (5th) has never had a Republican Mayor;
St. Louis, MO (6th)…. since 1949;
El Paso, TX (7th) has never had a Republican Mayor;
Milwaukee, WI (8th)… since 1908;
Philadelphia, PA (9th)… since 1952;
Newark, NJ (10th)… since 1907.

The 10 richest cities in America
Sorry....no changing he subject.
It remains 'who creates poverty'....and the clear and evident response is Liberals/Progressives/Democrats/socialists.
Wealth certainly is not a cause for concern by the nation...
And....so that you don't feel left out....said proponents of poverty obviously create abject ignorance, as well.
If you insist:

...and as you can see, the list of the poorest counties goes on and on, but the politics of the states they're in doesn't change much.
lol
It is early in the day....but I'd say you have the lead in the race for 'the Unintentional Humor' award!
You seem to be ready to focus on the problem of poverty....i.e., being opposed to said condition....
...but every day you support the party and policies that maintain and increase poverty.
Inability to think through a political position is the hallmark of Liberals.
