Sen. Chris Murphy introduced a bill this afternoon that would bar President Trump from launching a first strike on North Korea, except in situations of imminent threat or authorization from Congress. The North Korean situation is a UN police action, and a truce was called, but not a peace treaty. The President needs no further authorization if hostilities break out again in the Korean peninsula.

We have more to worry about Trump provoking a rash act from Kim than anything else. Trump is being very, very stupid in his handling of North Korea. If North Korea does something rash, it won't be because the Democrats tied Trump's hands. It will be because Trump fucked up bigly.

Perhaps people have forgotten, but Article I, Section 8, Clause 11 of the U.S. Constitution grants Congress the power to declare war, not the president. Good to see them at least pretending to do their job.
