#1 Using the military for law enforcement in the use of leathal foce on civilians in the Caribbean. A violation of international law. The boats could have been stopped or tracked to US waters where the Coast Guard (who does have law enforcement jurisdiction) could have interdicted.

#2 Violation of the Posse Comitatus Act using military units for law enforcement on US soil.
