People in poor neighbourhoods don't own laptops or have WIFI. Even the older members of my middle class neighbourhood wouldn't be capable of making an appointment for anything online. To honest, I struggle making an appointment to get my nails done, online, and government websites are always the WORST.
Not to mention, not everyone is internet savvy. I have to help my friends with stuff online all of the time. I see this as perfectly normal for large swaths of older people of all races. Anyone over 70 may struggle.
