Yes, a white racist at a black polling place taking pictures of the voters is quite intimidating to blacks, and people are free to exercise their first amendment rights and wear whatever clothes they want as well as stand with their arms at their sides. Poll watchers in Pennsylvania have very limited rights which do not include harassing voters standing outside a polling place minding their own business. They do not have the right to approach voters outside the polling place and give them the third degree.
