They need to start ARRESTING drug addicts again.

Drug court IS a successful program, it has a 28% recidivism rate for graduates. That means 2/3 of graduates don't use again within the next 3 years. Some don't use for 15 years or more.

Hell, if we're going to spend millions staffing and outfitting hype centers we might as well pay some rehabs to house the addicts for a month. Graduate, and you come out clean. Screw up, and you got to jail, and then you can withdraw cold turkey without the benefit of all the nicey-nice tranquilizers they give you in rehab.

Carrot and stick. It works more than 2/3 of the time. Reduces addiction, reduces crime.
