Most of these Classic cars lack mandated safety features that modern cars have.

And it's not like the owners are driving them to work. The only time I ever see these on the roads is on weekends when the owners are taking them to shows and events.

Not really that big a deal. Most insurance for classic cars has similar rules. If you want to drive a classic as an everyday car get regular plates and insurance.
