I agree it was the largest (at least in terms of global impact), but not particularly sophisticated for the following reasons ...

1. There is really no need to manufacture an influenza / respiratory virus ... they are quite common and new strains regularly appear.

2. The media effort to drum up hysteria wasn't particularly sophisticated or coordinated. It started out as a simple "stay tuned for the latest updates" scary story and morphed into a global catastrophe in a very dis-coordinated fashion. At times, I don't think even the news media realized how much detritus they stirred up by raking the mud.

3. This was very much a case of media (the tail) wagging the dog (government). Government proclamations and edicts were always in reaction to public hysteria drummed up by the media. It didn't become a case of the media reacting to government policy until way into the disaster.

4. I'm convinced government never had a plan for this (if they did, it was a pretty crappy plan). They knew they needed to do something (read anything) because of public panic and they were pulling decisions out of their bottom and seeing how we would react to them.

5. I'm sure certain government officials and agencies, when they realized people were scared enough, decided to try a few things just to see if they could get away with them and, surprised at finding out how tolerant we were, kept pushing their luck. But, I believe all of this was opportunistic rather than part of some organized plan.

Remember this basic rule of government ... it doesn't take a conspiracy for government to bugger things up ... that is what they do naturally unless we get mad enough to stop them.

Government will always become extreme if there is no pushback from the public.
