Here in Texas, people either have a card they hang from their rear view mirror, or they have a wheelchair symbol on their license plates. And, while it doesn't seem that the store security patrols very often, I do see them running around Wal Mart parking lots on rare occasions. If they catch someone parking there illegally, it's usually a 250.00 plus fine.

You're right, there is a possibility that they might have had one. However, I know that the laws in Texas state that if you park in a handicapped space, if you don't have a wheelchair on your license plate, you MUST prominently display the placard, either by putting it on the rearview mirror, or placing it on the dashboard where it can easily be seen. To do otherwise is to risk a ticket.
