We don't have government "shutdowns" when funding lapses, we have government "slowdowns" so as not to hopefully cause to much pain.

That need to end. If a government agencies funding lapses - shut it down. Turn off the lights and everyuone from the Agency Head to the janitor goes home. No work, no back pay.

If such events actually caused pain then Congress wouldn't let it happen in the first place.

Oh, and Congress should NOT be allowed to go on vacation or into recess when any portion of the government is in shutdown mode.

An 'overthrow" is peacefully built into the Constitution, where it is provided that every two years the entire House and a third of the Senate can be ejected by normal voting cycles.
