I can see working without pay for a few days while Congress settles a funding bill.
But workers have been showing up for work without pay for over a month and now Congress is leaving for a two week Easter recess.

If I worked for TSA, that would be the last straw.
Working for two more weeks without pay because Congress wants to go home.
Workers should all refuse to show up as soon as Congress goes into recess.

You cannot vary their compensation means by any way, up or down. I'm sorry that those words have no meaning for you.

You don't read very well, do you? I just spelled it out for you. You misinterpreted the wording to restrict it to pay raises. It says "vary" not "raise" or "increase".

The wording is what it is, and you cannot change that. Congress cannot even vote to cut their own pay until after the next election. Simple facts.
