True, but the Generals as a group are not the problem, but the bureaucracy is, as is often the case. But, between the Corps, Divisions, Air Wings/strategic and other wise, the Naval Fleets, Marines, along with the Reserves of each, it is a very complicated, complex organization with huge number of diverse skill sets, missions and functions. I have met good Generals and chair holders. Still, for that position, I would be looking for somebody with diverse higher level management skills and experience, and it would probably be somebody that had experience at higher levels of command.
