There's the choosing of who is the government, dictatorship, democracy (split into different electoral systems), monarchs etc.

Then there's the -isms, like capitalism, communism, socialism, democratic socialism and the like which is the way the government is functioning.

These are two different things. The problem is that some people see the word "Communism" and they think "USSR", so all Communism must be the same as the USSR, even though the USSR wasn't very Communist. It was Socialist for sure.

But even Socialism and Communism are different types of things. You could be Socialist and not Communist. Communist and Socialist. Or Communist but not Socialist (perhaps, I haven't figured out how this would actually work).

I am not sure I would even call the USSR socialist, because if a single capitalist got his way, he would turn the whole country into his own capitalist monopoly, and it would have been exactly what Stalin did.
You can't really call it a socialist government when it is run by a single person, for his own personal profit.
That is capitalism.
The fact the capitalist has a total monopoly, with no competition even from government regulation, does not make it any more socialist, but less so.
If you think of the Soviet government more like the Pinkerton Security in a company town, but expanded to a national size, then the USSR is the result.

Well, I think you can.

Socialism isn't about WHO runs the country, but HOW it is run. If the person at the top is a dictator, and controls the means of production, then it's Socialist, as Socialist as if the top is a parliament with Proportional Representation.

It's not Capitalism.

The difference between Capitalism with one huge monopoly would be that the people running the company wouldn't be make the laws, at least directly.

You have to remember that sometimes things are similar, but different.

If the government is run by a parliament, and has a monopoly on the economy, it's the same as if a dictator does it. The dictator, or parliament, can choose to put that money back into the country, or choose to hoard it for themselves. Either way, that choice of how to spend the money isn't the issue here.

The only issue with Socialism is whether the control of the means of production is in the hands of the government. A government run business is a Socialist business, no matter where the profits go.
