Couldn't read article because WP wants me to pay to subscribe, but do not hold out much hope for trump being able to legitimately withhold and money for long. It won't fly in the court or on appeal, just like the money he stole from the military. Could work out if he can spend the money before the court rules. Government apparently the only place in America, where you can steal money, and spend it before the court rules and then it is all good, as they can't impeach for misdirecting funds between now and election day. We'll just have to vote the crooked SOB out and go to normal governance, where law matters.

I don't know what the hell you are talking about. I received one of those "stimulation" checks and there were no instructions that came along with it, telling me what to do.
