We have the FAA to deal with many of the complexities of airports, but in terms of maintaining a given airport, the responsibility usually falls under local control. Not every airport even has the same security standards, for example.Every airport effects every other airport. And states aren't allowed to coordinate their efforts without the consent of congress.Actually, spending on airports is probably better done locally. If a big city needs a new one, that's not a federal issue.
Most spending in general is better to do on the state or local level.
