I'm no civil engineer, but offhand, I'd say that building had almost no chance of ever surviving completion. I have never seen rebar and concrete come apart so cleanly before. My guess is that the Chinese are cutting huge corners in construction to save money, and if it fails, no loss, they have little regard for life and probably figure they have millions too many people to spare anyway.
