It's true rare earths are not rare. In fact they are found everywhere but deposits of them are very rare. To just captures very small amounts of these elements can require millions of tons of earth. This is why it is only practical to mine these elements in large open pit mines where there are very large deposits.

Third, the mine has be in a place that is unpopulated. The open pit mines in China are huge 4 or 5 miles across a hundred feet or more deep which has to be continuedly pumped out.
All the earth has be transported out to a processing plant which needs a large volume of running water that is used in the process of removing the elements.
The elements themselves can be very toxics and are responsible for progressive loss of nerve cells and the deterioration of brain tissue, ultimately leading to a host of neurological impairments. The pollution of ground water would make it very difficult to live or farm within a number of miles of the mine.
