The NFB is a taxpayer funded entity. Close to half of our taxpayers are female. 2+2=4. Half of the filmmakers, talent, etc supported by the NFB in all fairness should be female. It's called equity. We like that concept in Canada. Nothing to do with the partisan wars that some of you enjoy down there.
The precursor to the NFB was founded in 1917. It's mandate was mostly international promotion of trade, encouragement of immigration to Canada, keeping Canadians aware of what was happening in other parts of Canada. Canada's population was spread out across a vast area, still only about 10 million people in 1930. Population density of less than 1 person/sq.mi.

Canada has never had Hollywood-type resources. If the film industry wasn't assisted by Government it might not have existed at all. The NFB itself was formed in 1939. Shortly after that Canada entered the war and war time needs replaced whatever its mandate was in 1939. Patriotic films, propaganda that kind of stuff. And...you guessed it, the original head of the NFB was a firm believer in the use of film as a tool for social change...altogether now...SOCIALISM! Kind of, the Liberal party was in power but it's leader was far from a progressive, he had deep roots in business and constantly battled with the liberal progressives. Anyway through the decades the NFB has remained a shelter for Canadian film and it's artists. It's been one of our defenses against being completely overwhelmed by American culture. That's been tough as I'm sure you can imagine. Most of the really talented are the same everywhere, they want to make the Big Show...that's always been New York or Hollywood in the film business.

Oh, and don't worry too much about our "Socialist" economy, indicators show the Canadian middle class passing the American middle class for the first time in history in the important metrics. Have a nice, conservative, night.
