Can you identify this?

Found this 10 1/2 inch wormy looking thing this morning while tilling the dirt to plant some flowers. Anyone know what it is?

The picture inset of the curled up critter is much larger than the actual critter. Curled up it is not half as big as the tip of my little finger.

It's fish food along with the cutworms

Just curious as to what it may be? I've never found anything like that in my garden before.
