Personally I would have said in Obergfell that States don't have to issue Same Sex Marriage licenses, but they do have to recognize those issued by other States that have authorized their issue.

Recognizing civil unions for legal reasons would have been sufficient, but the Left wanted to degrade the institution of marriage.
