To classify something takes more procedures than to declassify. If you wanted something to be classified so only certain people could view it it would have to be marked classified.

Actually any process has a mirror image anti-process. Each enacted based on the same powers, but with opposite invocation. If one process requires an executive order, the process to undo it, could require an executive order.
If all that is needed to declassify is a thought, then that is all that's required to classify it.

He can classify/declassify items from previous administrations as if they were his own. The only limits are they can't be changed retroactively.

Sure he can, it's just that they would be declassified for the period between Trumps declassification and Bidens reclassification. But that means they would be classified some time after January 20th, 2021, and remain classified, including on August 8th 2022.
