Tariffs on some goods by smaller, foreign economies are totally fine and even necessary, for their own economic health.

Take a country with an economy 1/10th the size of the USA. Over time, their smaller economy develops large portions reliant on a single good. Like, cheese, just to create an example. That's a natural progression of trading with close neighbors. Simple capitalism, at work. The country that is better at making cheese will trade cheese with the neighboring country that is better at making crackers.

If the much larger economies of China or the US dump cheese on their market, their economy could fall apart and go into deep recession. This would harm global markets as well.

This country's protective tariff on imported cheese isn't causing any economic harm to the huge economy of the US. In fact, it helps keep both economies more stable. It guards against overproduction as well.

Tariffs are government exerting power over our economic decisions. In modern government, taxes have precious little to do with funding the government. We don't balance the budget, so - in the short term at least - tax revenue has little to do with keeping government running.
