(1) Every vehicle operated upon a highway within this state shall display lighted lamps and illuminating devices as herein respectively required for different classes of vehicles, subject to exceptions with respect to parked vehicles, under the following conditions;

(b) During any rain, smoke, or fog.

All newer cars have lights on constantly.
 
They may have targeted him, knowing he was driving on a suspended license. This happened to me once. I was pulled over early in the morning on the way to work by a state patrol officer on a road that they don't even patrol. I gave him my license, which to my surprise was expired. I was ticketed for driving on an expired license. I told him that I never received a renewal notice. He said that the state doesn't have to send a renewal notice, that it was my responsibility to go in for a renewal when needed. That was just plain nuts. The fine was $38 back then which would be $247 in today's dollars.

Then state that in the report. " I recognized the driver that had his license revoked". Nowhere is that in any report.

All charges were dropped the very next day which likely meant they were made up to start with.
 
Have never seen a car which you couldn't turn them off.

The stop was legal.

If you resist and barricade yourself in a conveyance you wont like the outcome.

The stop might have been. Detaining him wasn't.
 
Sure it was he had resisted arrest, no DL and in possession of illegal drugs.

You realize the state has already formally determined the police did nothing illegal?

Pay him and ensure the offending officer never works in law enforcement again.
I support policing. It is the aggressiveness and belief in total power that phuks things up. They are their own worst enemies. And then we get the crazy extremes of Progressives with their ideas. Just tame the lower end crap. Don't turn men into criminals. We have a taste of fascist power-crazy areas in our nation like others in the world where many are dead. Unfortunately, karma will come to them no matter their politics. We live in a softer tyranny that is hardening. That will bring karma in totality. And it will be uneven in justice and nastiness.

Sounds like a simple case of zero tolerance of black bullshit.

That is criminal and the State of Florida Attorney' s Ofc concluded their investigation with determination of no criminality.

I did. This is not necessarily a lie but perspective from an officer vantage point outside the locked car with tinted windows. The State investigated and did not find falsified police reports.

"At a news conference last month, Waters also highlighted images of a knife in McNeil's car. The officer who punched him claimed in his police report that McNeil reached toward the floor of the car, where deputies later found the knife.

Crump, though, said McNeil's video shows that he “never reaches for anything,” and a second officer wrote in his report that McNeil kept his hands up as the other officer smashed the car window."
