After looking at the video multiple times it seems she panicked. No one was in danger. She paid with her life. Shot dead for no reason.

Evidently, this woman had been there all day. She just thought that she got away with it for so long, she could escalate and nothing would happen to her. It looks like a huge crowd is forming with the mayor and governor agitating for violence against government agents. What we see in the video, as most reasonable people see, is law enforcement initiated lawful contact which by all normal accounts results in verbal commands to stop and turn off the vehicle. The officer further closes on the open window communicating with the driver. Another officer steps in front of the vehicle thinking the situation was deescalated to then watch the driver furtively try to flee the scene thereby placing the officer in front of the car in jeopardy of death or great bodily harm.

What was the basis of their contact with her? They can’t detain someone who hasn’t broken any laws, especially given their limited jurisdiction.
