Police were actually being attacked in that incident.

Babbitt was on the other side of an inside doorway clearly without a weapon. The Byrd cop fired solely in fear when if he was that worried of these people, all he had to do was turn and leave the area.
Good was in her car using her vehicle AS a weapon after spending hours making it clear to ICE that she was a threat who meant them no good, then drove into the officer hitting him with her car.
