It looks to me that he paused there when the other officer commanded her to get out of the car and reached for the door handle. And it's important to remember that when he paused there, she was backing up. If she had continued the backing turn as she was, he would no longer have been standing in front of the vehicle. This might be why he paused where he did.
But then she suddenly put it in drive and punched the gas. And something else to consider: while she ultimately was trying to escape, at the moment she punched the gas, the front wheels were pointing more or less straight ahead. She actually hits the gas before the front tires were in a right-turn orientation.

At the very least I think we can say that both of them made bad decisions that day.
True, we agree that both of them messed up. No disagreement there.

The pause that you noted is what I saw too. And that’s exactly what law enforcement professionals said when they reviewed his actions.

He paused there, got into a shooting stance, and just stayed there. If that car was actually trying to take him out, shooting his gun at her at the moment she makes contact with him isn’t going to prevent the car’s contact with him. If he feared for his life, that’s not a good way to handle it.

Let me remind you. If you find somebody dying from a heart attack.
You still aren't allowed to kill them.
The excuse they were dying anyway, doesn't excuse the act.
Let me remind you that someone who is full of narcotics and of ill health is far more susceptible to common police actions to restrain their resistance and such details of their culpability should be disclosed in a fact finding due process action.
