Why didn't ICE do a mental evaluation to make sure he wouldn't crack under a similar situation? Why didn't they retrain him to act SAFELY around vehicles?

Again- ICE's own policies are that you don't fire at moving vehicles and you don't stand in front of a vehicle that might potentially start moving.

New footage shown on CNN, of the shooting is from a house across the street, their security camera. The agent did not stand in front of the car. He was on the passenger side of the car, then she backed up and by backing up, she lined up the drivers side corner of the car on the agent. He has his phone in his hand when it is obvious that she guns the car and accelerates toward him......only then does he draw his weapon and fire the shots........

I am amazed that CNN showed this video........
