In my state, Nebraska, mail in ballots have always been counted AFTER the polls close. They said that is done because they don't want the results to influence the way people vote. I believe Pa. does the same thing ( originally from there ). Nothing changed , other than making mail -in.voting more accessible.

Some states count mail in ballots prior to the close of the polls as they take longer to process and they can have the tally quicker.

Some states will not allow that to happen, which slows the final tally

Sometimes it takes days to count them all.There is no army of election officials. And recounts take much longer because every single ballot .must be reviewed by at least 2 people and often electronically recorded , that takes a lot of time to do properly.

Election officials take their duties.very seriously. They honor the voting process. Many are volunteers. In my state they are mostly republicans. I still trust them. None of them are like trump, casting doubt and reeking havoc on a personal whim.
