Yesterday, China was still telling the same story. They claim the balloons are weather balloons and were blown off course. This is straight from China. Caution: Lots of BS....

And around the same time, the US House of Representatives also passed a resolution condemning China for using a surveillance balloon over US territory. What is China’s response to this? Could you perhaps tell us what equipment was on the balloon?

Mao Ning: The Chinese side has repeatedly shared information and stated its position on the unintended entry of the unmanned Chinese civilian airship into US airspace due to force majeure. The US Congress’s resolution is purely about scoring political points and dramatizing the whole thing. China deplores it and firmly opposes it.

Q: On February 3, senior US State Department officials said at a briefing via teleconference that due to the entry of a Chinese unmanned airship into US airspace, US Secretary of State Blinken has decided to postpone his planned trip to China. Do you have any comment?
A: Regarding the unintended entry of a Chinese unmanned airship into US airspace due to force majeure, the Chinese side has verified it and communicated it to the US side. It is a civilian airship used for research, mainly meteorological, purposes. Affected by the Westerlies and with limited self-steering capability, the airship deviated far from its planned course. This is entirely an unexpected situation caused by force majeure and the facts are very clear. China always acts in strict accordance with international law and respects the sovereignty and territorial integrity of all countries. We have no intention to violate and has never violated the territory or airspace of any sovereign country. Some politicians and media in the US have hyped it up to attack and smear China. The Chinese side is firmly opposed to that.
Maintaining contact and communication at all levels is an important common understanding reached by the Chinese and US presidents at their meeting in Bali. One of the tasks of the diplomatic teams on both sides is to properly manage bilateral relations, particularly to manage some unexpected situations in a cool-headed and prudent manner. In fact, neither side has ever announced that there would be a visit. It is a matter for the US to make its latest announcement, and we respect that.

Mao Ning: With regard to the balloon over Latin America, it has been verified that the unmanned airship is from China, of civilian nature and used for flight test. Affected by the weather and with limited self-steering capability, the airship deviated far from its planned course and entered into the airspace of Latin America and the Caribbean. China is a responsible country and always acts in strict accordance with international law. We have informed relevant sides. It is being properly handled and will not pose any threat to any country. They have expressed their understanding.

As to the alleged three instances of China flying surveillance balloons over the US during the Trump administration, I noted that Mr. Trump has denied the claim.

Mao Ning: The unmanned Chinese airship is of civilian nature. Its unintended entry into US airspace is entirely unexpected and caused by force majeure. It didn’t pose any threat to any person or to the national security of the US. The US should have properly handled such incidents in a calm and professional manner not involving the use of force, yet they decided to do otherwise, which is a clear overreaction.

Japan says it’s coordinating with the US to analyze balloon-like objects spotted over Japan in 2020 and 2021. So my question is, does the foreign ministry have any new information to add on the balloon issue today? As you’ve described, the two balloons spotted over the US and Latin America are weather balloons. Could you provide any details about the equipment on board and the entities that own the balloons?

Mao Ning: On the airship, the Chinese side has repeatedly shared its information. The unintended, unexpected entry of the unmanned Chinese civilian airship into US airspace is entirely caused by force majeure. The Chinese side has made that clear in its communication with the US side time and again, yet the US overreacted by using force. China firmly opposes and deplores this. I am not aware of any “fleet of balloons”. That narrative is probably part of the information and public opinion warfare the US has waged on China. As to who is the world’s number one country of spying, eavesdropping and surveillance, that is plainly visible to the international community.

Japan should adopt an objective and fair position on the airship incident instead of dramatizing it like the US.

The only things that make sense to me, regarding China's motivations for continuing the balloon assault are...

- The balloons are very sophisticated, and are providing such valuable intelligence, that China is going "all in" before we develop impenetrable defenses.
- They are testing of our defenses.
- The balloons are diversions from some other ongoing activity. (e.g undersea activity)

There are political aspects too, like Biden being very weak and a puppet of China, of course. China knows the repercussions are likely to be weak. Ya think we are going to enact sever sanctions on China when we rely on them for life-saving drugs and batteries and just about everything?
