Not sure where you're going with this--seems to be a contradictory post. The population of the earth is not declining. Birth rates in certain demographics are--and that seems to be what is stuck in your craw. In a perfect utopian world, you might be able to control which demographics are allowed to produce--however that is not the reality.

Demographics are a funny thing. They are SLOW, but unstoppable once in place.
