If the people who wrote the 14th amendment clearly "intended" for all slaves (both those legally and illegally in the country) to enjoy birthright citizenship, then the 14th has to be interpreted with that intent.

The only "illegal" immigrants at the time, were the illegally imported slaves.
And they were clearly intended to be included in the 14th amendment.
