What about parents that took out loans, leveraged their homes to pay for a dependents college education, are they included? How about those attending law, medical, or graduate programs, are they covered as well? Will this do away with the post graduation policy of working off your loan(s) with public service?

Bullshit, College teaches one how to learn. College teaches you that you must continue to learn throughout your life. I have a masters degree in business. I learned my need to use specialists in the many field to do my business or run my business.
The dumbest among us are those who think they know it all. The dumbest allow one individual or group to have undue influence on their knowledge. Knowledge is like a good investment portfolio; it should be diversified and change with the market.

It depends on the major. You have a Masters in Business? Great. They teach Supply and Demand, Financial Statement Analysis, and Future Value /Present Value in Masters Programs at Wharton and State U alike. No need to go into egregious debt.
