Biden police reform: Whats realistic and whats not

Unlike Trump, Biden wont be ordering cops to rough up citizens. But Biden will try some reform. Here is my opinion on what he should do.

Shoot in knee? No. Biden was incorrect. They cant do that bc you can easily miss the knee and hit someone else. BUT why the chest? Why not the stomach? Its the same size as the chest and the chance of survival is much higher. Just aim 1 foot lower, problem solved. Yes some could still die but if 50% dont thats a win.

Mental health training: Most “suicide by cops” wont end up hurtjng the cop they just act like that to get shot. Tough situation but when cops have that info they should not shoot. Why not vs a knife just GET BACK IN THE CAR until he calms down??? He cant stab thru a window, and if he breaks it.....back the car up.

Im also curious about why tranquilizer darts cant be used? Its like we care enough about not killing an animal to use them but a human life isnt worth it? Im not really that informed on the science behind tranquilizers so I’ll follow the science if anyone else is.

I suggest you read up on a thing called "The Consent Decree" that was passed put on the books in 2016 and filed in Jan 2017. Some Cities are using it right now and it works. But it has been completely ignored by the "Current" Administration who has more than once, suggest increased violence from the various Police Forces.

Jeff Sessions started reversing the "Consent Decree" policy and it's no longer pushed by the "Current" Administration although it's still on the books. Some form of Consent Decree has been on the books since Clinton and even Bush, Jr. added to it. Obama finished the job. It's been an EO but a necessary one. It's an agreement between the Justice Department, the Judicial Department and the Cities and it works. Newark, NJ is a shining example. But that was the last major city to go under that program and that was in 2016.

Now, look at the other Cities. The "Current" Administration has the "Tools" to lessen this strife. But instead of using the Consent Decree, they just want Law Enforcement to get tougher which just makes things worse. If you read my URL, you will see that the courts will back the Feds in forcing the Consent Decree on the Cities. And it costs the Federal Government Zero Dollars once it's initiated. No defunding, no firings. It's paid out of the Public Safety Budget where every section pays 2% of their budget. In the end, they found out they actually saved money.

This is what we get back with the change in Administration. We get the enforcement of the Consent Decree and the Cities have ZERO option on it. It's already established in the Court System that the Federal Government can force it. It's done by NOT sending in Brown Shirts. It's done by sending in a group of people teaching the Cities how to set up their own Consent Decree Program. And installing a Judicial Overseer who reports back to a Federal Judge on a Quarterly basis.

The Consent Decree is still on the books and is one of the very few EOs that the "Current" Administration has overlooked. Maybe, because the courts wouldn't allow it to be thrown out. It's just been ignored. Yes, folks, the answers have always been there all the time. It's just been not only ignored but gas has been poured onto the fire.

There are a number of countries where cops don't carry guns on their body while on patrol or responding to calls. I'm not saying that police officers here shouldn't have weapons with them but there is a conversation to be had about our society and our focus in my opinion.

I think the most immediate change that the police should and can change is with their training and the general purpose of their job. Training for police officers in the US is only on average a few months long and resembles a military boot camp. Most don't receive any real and sustaining educational training on society, ethics, culture, and most importantly mental health. Becoming a police officer should resemble getting a college degree to some extent. I'm not saying they need to spend four years learning the job but at least a year or two of multi-layered training before they are ever alone on the job would be ideal. That time should be spend in classrooms learning about culture, societal issues, mental health, religion, economic issues, and so on. They should also spend months with social workers, fire departments, mental health professionals accompanying calls so that they can shadow and learn. With that increased education should also be an increased pay to go along with it.

Gun laws and other political and social issues should come into play too in my opinion which will ultimately help cops in their job, but right now the basic expectation of a police officers job tends to center around violence with the expectation of a gun being present or used. That needs to change in my opinion. Using a gun should be a complete last resort and not up to the individual officer in most cases. We've seen examples of people being shot and killed while being chased all because a gun is present. This is where the increased training would come in as well as a change in the expectation of their role. With increased technology to help find suspects, increased training to help officers be more educated and prepared, and increased disciplined reluctance to use deadly force you could see the reputation of the police change to more of a person that is working for the community rather than against them.

Just like the early days of the FBI when the agents had peashooters up against the criminals Thompson machine guns. The police need everything they can get to battle today's thugs, to protect citizens and themselves.

We don't need police reform. We need a reduction in crime by criminals and a society that shows respect for all CITIZENS.

You are correct. And the method to do it is on the Books in the form of an EO written by Clinton, Bush Jr. and finished by Obama called the Consent Decree. It was enacted and began in late 2016 and it works. Newark NJ is one of the very few that received the benefits from it. And it cost the Federal Government almost ZERO to get it started. Newark is over 55% African American. It's a major City. It had all the problems that all the other major cities had as well. In fact, it was probably one of the worst of the worst. Every part of the City (including the Citizens and Cops) fought the Consent Decree tooth and nail at first. But they didn't have a choice. The Courts backed it. There was no defunding Police, no head busting, nothing.

The Cost? In the City Budget, each division kicked in 2% of their budget for the new programs. In the end, they found that they actually saved money. The Consent Decree is not monitored by the Justice Department once it's started. It's monitored by the Judicial Department.

There is an EO on the Books that the "Current" Administration has ignored but can't get off the books. It's called the "Consent Decree". It's the exact opposite of everything that "the one that shall go unnamed" is doing with the Cities. And it works. It's the reason Newark NJ had peaceful Protest over Floyd's murder and other cities around it didn't. It's the reason Newark NJ had an over 50% decrease in violent crimes in 2017, 2018. It's the reason Newark NJ has safer streets than the others. It just stated before the "Current" Administration took over. Jeff Session decided it was Voodoo Magic or something along those lines and ignored it. And the "Current" Administration decided that a tougher, more violent police force was the answer. Police officers are not trained to be trick shooters. They carry firearms to protect themselves, not you. The Supreme Court already ruled a long time ago, that police officers have "no duty to protect" you or anyone else.

During their firearms training, they are taught, as anyone who intends on using a firearm for protection, to aim center mass of the body. That is where most of the vital organs are. They also do most of their firearms training at a range of 7 yards, or 21 feet.

That has come to be known as the "21 foot rule", and there is a good reason for that name. An attacker armed with a knife and intent on gutting you like a hog, can cover 21 feet in approximately 1.5 seconds. Once that attacker is on you and stabbing you with the knife, there is little you can do but eventually bleed out and die, allowing that attacker to become more of a threat, because he or she can take your weapon.
Knives will also puncture body armor, which most officers now wear.

The thought of shooting to wound is a silly idea. When deadly force is necessary, the most effective mean of stopping that person is pumping rounds into the center mass of the attacker until that attacker is no longer a threat. That is the way they are taught to shoot, and that is the way anyone who takes a concealed carry course is taught to shoot.

You don't "wrestle" with a person armed with a knife, a pipe, a board, stick, rock, or anything else that could be used as a weapon. You can try to talk him into putting it down but if that person advances on you, there is no other alternative but to drop him in his tracks before he closes in on you. Years of results have also shown that less than deadly methods like pepper spray or Tasers will not stop some individuals, especially if they are on drugs or mentally-unstable. There have been many cases where law-enforcement officers have used non-lethal weapons to attempt to subdue a criminal, and have been murdered when that criminal disarms the officer.
